I hope you are doing well.

I’m writing to you because I would like to get some assistance. I was offered a job with a translation company from Vietnam. They sent me an independent contractor agreement to work for them as a translator, interpreter, editor, voice over talent and proofreader. Besides this I was also offered a job position as a local business partner based in my second country of citizenship. This country is The United States of America.

I’m reading the contract and I read that they are asking me for a tax code number. I don’t think we use this tax code numbers in The United States. Can you please explain to me what’s this tax code in Vietnamese tax laws?

I would like also to clarify some things about the Vietnamese contract and the labor laws in Vietnam. I realize that Vietnam is still a socialist country and their labor and contracts laws are different.

They asked me to write my name, address, telephone, fax number and VND account number. I would like to know what “VND” means exactly in Vietnamese contracts. I notice that the bank account of the translation company from Vietnam is listed there. I will be glad to send a page of the contract in order to help you to identify these questions of the contract.

In a part of the Vietnamese contract they mention “copy legalization” Do you know if this means the translators notarization certificate or something like that? I’m a certified translator by the state of New York. I was wondering if copy legalization will mean this in Vietnamese contracts.

I would like also to know if any of you is familiar with the bank transfer fees between American Banks and The Vietnamese banks.

I know that if you transfer money from a bank located in The US to Vietnam it could be very expensive. The cheapest option to pay will be by PayPal or MoneyBookers. Do you know if those payment options are available in Vietnam? I know some countries in Asia don’t use PayPal or Moneybookers.

My client wants the money of those projects that I will help them to get to be paid by international bank transfer. I found this option expensive.

Do you know other ways cheaper to do payments from US to Vietnam?

I will appreciate your help about this matter. Feel free to write me in English or Spanish if there are any colleagues who are Spanish native speakers residing in Vietnam and could give me an advice about this.

If the agency does not accept payment through PayPal or International bank transfer with transfer fee paid by the agency you should not work with this agency. Since there will be a lot of headache for you. But if your scale of 'Headache/Profit' is still balancing then go on.

- VND: acronym for Vietnamese Dong, the currency of Vietnam. Just like USD.
- copy legalization: It could be "notarization", a process in which local authority certifies that a photocopied document is the true copy of the original, OR, http://en.wikipedia.org/wiki/Legalization_(international_law)

What I understand from your provided information:

That Vietnamese translation agency is signing a contract with you, a foreigner. They want to avoid all the troubles so they want you to open a bank account in Vietnamese currency so that they can transfer payment to that account and minimize their transfer fee. You have to pay the fee, which is expensive, if you want to transfer that money back to your US bank account. Moreover, they need your tax number because if your payment is substantial (more than 9 mil VND if I remember it right), they are required by law to deduct 5-10% of the total amount to pay the Tax agency as Personal Income Tax.

am not sure but likely the bank in VN will not accept to pay to Paypal or Moneybooker.

Yes, I figured out that copy legalization could be the notarization of some of their translations. Thanks for clarifying this information. Is this kind of money transfer accepted in Vietnam?

I know I also have used American Express Travel checks and they can be cashed free of charge if you are an American Express Credit card member. I have an American Express credit card and I could purchase them free of charge in case of situations like this.

Do you know if they have American Express travel offices in Vietnam?

I may travel there in May for a conference and maybe I will be able to find out some of these things in person. I was wondering if Vietnam has international banks with branches in The United States. I know some Asian Banks such as Bank of China, HSBC Bank of Hong Kong have some branches in The United States. I was wondering if Vietnam has bank branches in New York City where a bank account could be opened in order for my commissions to be deposited there when I start the job as a local business partner. I will really appreciate if you can tell me this.

I think these questions are best to be redirected to the agency you are going to work with. It all depends on what that agency accept/be able to offer. I'm surprised that they provided you with such little information when they want you to be their business partner.

I never used that service but I notice that service is available in some major banks of Vietnam.
