TM-Town Desktop desktop application for Windows: does it even install?

I decided to have a look at TM-Town's desktop application (also referred to as Deshi) and have downloaded it but it won't install on Windows 7 — the "Shoes setup" window basically just sits there doing nothing after opening a console window for a while and asking me for firewall permissions which I granted. The current version is 2.0.0. Has anybody had luck installing it?
