Почему не перевести все предложение как:
Если не предусмотрено иначе, Непосредственные представители ответственны за обеспечение безопасности (сохранность груза?) и оплату таможенных пошлин и сборов.

Irina Shevchenko: а что с "use will be made of"? Опустить совсем? Пользоваться объектами и оборудованием в целях обеспечения безопасности и оплаты таможенных платежей. Активы - не только facilities.

-> >безопасность и оплата обеспечиваются силами представителей...> Мне кажется, этого достаточно. Но, так как это юр. док-т., тогода Ваше толкование не подходит. "Активы" более уместно, если будут использоваться для оплаты оплаты.
