Pewność średnia, bo nie jestem pewien co autor miał na myśli. Założyłem, że najpierw konkurs, a potem zwycięzca wdraża. Jednak "following" zawiera w sobie dwuznaczność ("w następstwie" vs. "według"), która tu się może przydać.

Jeszcze co do "procedure" vs. "mode". Moim zdaniem "mode" jest zdecydowanie nadużywane przez Polaków jako tłumaczenie "tryb". Może to się sprawdza w grach elektronicznych, ale w administracji publicznej po angielsku dominują procedury.
