Without seeing the context I'm not sure of the formality required. However, I'd agree that Pre-OP implies "before commencing the job" so perhaps this is to represent an upfront quote after which there could be further charges, hence: estimate.

No, Mai, nothing to do with medical surgery etc.
I think the meaning is "pre-operative" but not in the medical sense, in the sense of "before the works have been commenced".
The context is service provision, and invoicing terms under a legal agreement.
