I think they are exactly the same: reference is made to legislation which, in the meantime, has been amended. This is a standard term, there are probably other ways of saying this, but I am really confident about this, hence my "5" ;)

Erratum: Looking at the text again (after Francois' comments), my explanation is wrong. I misread it, believing it meant the certification, whereas it refers to the wording of the law's amendment.
My translation of the phrase is legitimate, I believe (despite Francois' cryptic comment), but not in this context.
