a withholding tax is levied
"In this context a withholding tax is levied, which is implemented in practice by a procedure whereby the tax is withheld at source with which, as an exception to the norm, the law obliges a party that is not the actual taxpayer to pay the tax."
This author is just explaining what a withholding tax is. In English (UK and US) it is viewed simply as the purchaser, withholding the tax at source and paying the tax directly on behalf of the seller. In Italian the word "sostituto" is used, very confusingly to an English speaker, where the purchaser "replaces" the taxpayer. It is best to avoid the use of the "substitute" concept if the translation is to have any hope of being clearly understood.
