I see ITESTA on a police clearance letter originating out of the Republic of Panama. I have searched for it without success. Does anyone know what it stands for?

I have found a clearance letter from the Dirección de Investigación Judicial of Panama with this same sequence of letters (top right, below "Page 1 de 1"):

In the same file, there is another almost identical letter with "MOISANCHEZ" in the same position (p, 9 of the file).
And further examples of letters of exactly the same kind can be found with other sequences in this position, such as:
LRUIZ (p. 1)
JLEZCANO (p. 4 and again p. 9)
ROROBLES (p. 14)
DEMENDEZ (p. 19)

It looks as though these are codes corresponding to people's names, and the prople in question are presumably officials, perhaps the secretaries who produced the letters. I don't think it's possible to go any further
