The full sentence is:
Las fincias no deben tener ningún contencioso ni contingencia en sus linderos respecto al catastro y Registros de la Propiedad.
Would this be referring to the fact the boundaries of the properties detailed in the cadastre/land registries must not be disputed or open to/at risk of being disputed?

Yes, you are right. To paraphrase what they are saying: property boundaries should not be contested or defined as contingent (dependent on some arbitrary condition). They must be clearly defined, final and permanent.

I agree with the risk-analysis vs. possibly 'planning blight' that was my hunch, but think this is how it would be expressed in BrE.
Would be useful to know what country this is from - contingencia sanitaria meaning a health hazard in Mexico - and what is the target readership.
I assume the contingencia is not a typo for contienda also meaning a dispute.
Countries using the 'cadastral' Continental System would roughly equate with the Ordnance Survey Map-based Index.
