I would like to know the best translation of this phrase from American English into Chilean Spanish.

Colleagues from Spain, feel free to send me your suggestions as well.

It's a translation about the food industry for Chileans and Americans readers. Is okay to translate it as podrá negar la salida de la mercancía o podría negar la salida de la mercancía?

Context:

Must be filed 24 hours before lading.
$5,000 per violation for inaccurate, incomplete or untimely filing.
If no ISF filing, CBP may withhold merchandise release.
