Anstatt "encode" nahm ich hier "codify" an und das passt auch:

Es geht hier, scherzhaft gesagt, um ABM-Maßnahmen für EU-Parlamentarier, d.h. die Einbringung neuer Gesetzesvorhaben. Da gehen im Eifer des Gefechts dann auch mal die Bedeutungsunterschiede zwischen Wörtern wie "encode" und "codify" verloren.
