I am not quite sure how to translate "se previene" into English. This is Mexican Spanish.

Es un requerimiento de COFEPRIS en México para modificar los consentimientos informados de un estudio clínico. Por ejemplo, piden que sean más claros en la redacción, que incluyan los tipos de requerimientos para entrar o no en el estudio, etc.

@Natalia There are a number of ways "previene" could be construed here depending on the context, which is what exactly...? Could you describe what happens in the rest of the document, who it's from, to whom it's addressed (no names required, just e.g., "Company X is sending this to Authority Y...).

Based on the definition "dicho de un reglamento, 'establecer u ordenar [algo]" but more context is needed.

1. 'Preparar(se) o disponer(se) para un fin' , 'precaver(se) o defender(se) de un daño' , 'prever [un daño]' , 'advertir con antelación a alguien de algo' y, dicho de un reglamento, 'establecer u ordenar [algo]' . Verbo irregular: se conjuga como venir (→ apéndice 1, venir).

According to the Diccionario de la Real Academia Española de la Lengua, the first definition of "prevenirse" is:

1. tr. Preparar, aparejar y disponer con anticipación lo necesario para un fin.

Sin.:
predisponer, preparar, disponer, organizar, acondicionar, aprestar, arreglar, proveer.
Ant.:
improvisar.
Example sentence:

The following caution/warning/notice is issued regarding the application

The phrasing and grammar is very Mexican-bureaucratese, but I think I get the picture.
Given your subsequent context (and I'm assuming the recipient of this letter has already submitted the "solicitud"), I would be inclined to translate this as:

"COFEPRIS hereby issues this warning [or "notice", or "request"] concerning your application to conduct the following research protocol..."

This is an interpretation based on my experience with these kinds of documents from COFEPRIS (and fwiw I also consulted a Mexican paralegal who processes documents just like this). Only medium confidence because we still don't know the precise context (i.e., whether an application has already been filed).
