Suppose I want to talk about 台灣的籃球界 or 美國的籃球界, what is the best equivalent in English?
I've thought of "basketball world", but it seems too big a word for Taiwan's 籃球界.
I've also thought of "basketball circle" and found "basketball community".
Which is better to describe Taiwan's 籃球界?

But remember that you can often skip these words. The reason it's difficult to think of an exact equivalent in English, is because English is built differently. We don't like to put the topic up there at the beginning of the sentence.

To make up an example:

在國內籃球界,球迷與運動員的互動比其他國家多一些。
Taiwanese basketball fans have more interaction with the players than in other countries./There's more interaction between players and fans in Taiwan than in other countries.

Don't be limited by the Chinese grammar!

arena of basketball

Another way to translate the term ("台灣/美國的籃球界") BY ITSELF is "the arena of basketball in Taiwan/US". I think "basketball community" works too.
e.g. "Sydney City Comets is another team in the arena of basketball in Sydney."

For "重整", you can also consider "revamp", which means remake, revise, renovate, reconstruct, etc. If the person simply means putting it into its original state, "rebuild" is fine. But if he/she also suggested making it better than before, "revamp" is probably more appropriate. e.g. "The company has revamped the design of its best-selling car."

However, in the given source sentence, I think your version is very good already!
