The sentence reads:
"Het middel moet goed worden verdeeld in de gehele op te bouwen rug"
The first part is clear, referring to the spreading of the agent/pesticide but I am unsure about exactly what the second part refers to as I have never come across the exact phrase before. So far I have supposed it means something like "the whole area" but I am unsure.
