A bruise in a patient's report is described as "met afmeting van 4 op 3 cm". Does this mean 'measuring 4 by 3 cm' or something else?
I would appreciated a quick confirmation. Thanks

: No idea as to what else it could be, but it's certainly not a normal way of putting it in (northern) Dutch. Flemish perhaps?

I have come across this before in similar contexts where it cannot mean anything else, although I agree it is not the most usual way of saying it.
