Dutch to English Law/Patents Law (general)
As in:

Bijstandsgerechtigden zijn middels het ‘Aanwijzingsbesluit verplicht verzekerden ziekenfondswet’ verplicht verzekerd voor medische kosten.

One Unesco site calls it an "assignment decree" but sounds a bit unlikely....

Of course, there is no such thing as an "aanwijzingsbesluit" in the EU!!

This is a piece of Dutch, not EU, legislation.

IN EU context "Decision" is either "besluit" or "beschiking" depending on the nature of the decision

directive

I'd simply use directive, an order in the sense of "richtinggewend"

application regulation; operative provisions

De "aanwijzingsbesluit" mostly contains the practical details of the application of a specific piece of legislation. I think you can use any general expression "application regulation"; "operative provisions". I would add the Dutch name of the law (Aanwijzingsbesluit verplicht verzekerden ziekenfondswe).
