Grundierung
Grundierung oder Primer würde ich hier sagen. Siehe auch nachfolgende Definition:
Voorstrijk of voorkwarts: Gebruik een voorstrijk bij sierpleister soorten. De voorstrijk is iets gekleurd en zorgt daardoor dat de ondergrond egaal van kleur wordt. Tevens bevat de voorstrijk een kleine korrel. hierdoor word de ondergrond iets ruw, waardoor de sierpleisters beter hechten.

I saw in your profile that you speak English so I'll type this in English. My German really s*cks... :)
"Diepgrond" is some kind of primer for plaster building materials. It's used to make porous materials (eg plaster) less porous, to harden soft surfaces, and to improve attachment of (eg) wallpaper to plaster walls.
"Voorkwarts" is also known as "voorstrijk". "voorstrijk" is also used as a pre-treatment of plaster building material. It is used to make the colour of the material an even colour. This is mainly used to make decorative things an even colour, to cover up stains in the plaster, and so on.
