In an effort to boost biofuel production in the EU, the Commission has decided to extend the €45 per hectare payment for energy crops to the NMS from 2007. Consequently, the current area ceiling for total energy crops will also be lifted, from 1.5 million hectares currently to 2 million hectares.
Sekadar dugaan saja: mungkin ini berkaitan dengan kebijakan "set-aside" (= menidurkan/tidak mengolah lahan tanaman pangan) pada tanyaan lain. Maka, "area ceiling" = berapa pagu (luas maksimum) untuk budidaya tanaman dari lahan "set-aside" yang ada.

: I think this is the meaning. The area ceiling being the maximum size in hectares that will be subsidised at the €45 per hectare rate.

"The second instrument supporting biofuel production is the energy crop support scheme, which was introduced in the 2003 CAP reform. It consists of a hectare-based support payment (currently $*45/ha/yr)) and a maximum guaranteed support area (currently 1.5 million ha).
* It should have been euro symbol, but I don't have it.
