There's really not much context to go on. The text is a report from the IMF on the Swedish economy, and the full sentence is as follows:

"Most indicators of resource constraints point to slack in the economy: low consumer confidence; unutilized capacity; weak manufacturing growth; low or declining growth rates of money, credit, and asset prices; subdued economic projections; and low inflation rates excluding energy prices."

Inflation

i think it refers to the infation in the value of currency and thus lead to the decrease in the value of money, credits and assets.In short, it refers to economic inflation.

It perhaps refers to rate of increase of money, credits and

asset prices.
