In a text about tyre manufacturing.
Filled ITPs:
...help disburse any air that becomes trapped between the tire and the curing bladder during loading into the press and the start of the shaping process.
Unfilled ITPs:
...are utilized where the improved cosmetic appearance of the finished tire is needed. These tire paints provide the slip required -- and the release at the end of the cure cycle -- to ensure a first-class tire. Unfilled inside tire paints are intended for application to each tire.
I am unable to work out the meaning of "filled" and "unfilled" here.

Lubricants with or without "Fillers"
Polymeric Compounds are melted and cast in a mould, to make tyres. To help the molton compound flow freely and occupy the complete mould, they add "lubricants" to the compound. The Inside Tyre Paint is a Lubricant. The lubricant helps in even flow of the molton material inside the mould, inside which the Tyre is cast. Fillers are additives used in a polymer compound to change its behaviour.
