back-up crew

Hi Liz,
This is what they call the back-up crew that is used in the event of a heavy work-load. They are usually volunteer fire-fighters, on call for any emergency. There are different terms for it, depending on where it's for.
Hope it helps.

Forest Staff
Each office of the Daniel Boone National Forest is staffed with specialists in various fields of expertise. Our personnel provide the skills needed to properly manage the natural resources and conduct business for the national forest. The following is a brief description of staff units that support the daily functions of the agency.

Timber
In the Timber section, foresters and silviculturists work closely together to manage timber as a sustainable natural resource. Silviculture is one of the most important disciplines in forestry, providing the science on how trees grow and how to manage tree compositions to meet land objectives. This staff monitors forest health issues, such as invasive insects and disease. Other staff responsibilities include the identification of potential harvest or salvage areas on the forest
