Evaluation Introduction/Background
The collapse of the former Soviet Union followed by the 1992-93 war in Abkhazia resulted in long-term stagnation for the country. As a result of its frozen post-conflict condition, Abkhazia suffers from a high rate of unemployment, very limited basic social services, a severe lack of infrastructure and poverty.
The education sector in Abkhazia is in urgent need of reform and optimization. There is a constant lack of resources, below average safety standards and insufficient infrastructure. Schools are in a dilapidated state as the large debilitated soviet premises are economically unsustainable. Likewise, there is a lack of heating systems; there are broken windows; and collapsing staircases. There is an overall lack of teaching aids, textbooks and other teaching materials. Over and above, teaching standards are very low and in desperate need for improvement. According to the UNICEF Basic Social Services report a "key weakness of the system is the low capacity and outdated practices of teachers". This is especially characteristic of rural schools where teachers have had no training for decades.
In November 2013, WV started the 30 months’ project “Support to Improvement of Education System in Abkhazia”. The project targeted primarily teachers and school directors of public primary schools and pre-schools located in Gal district, then representatives of local non-governmental organisations in the education sector as well as representatives of the relevant Abkhazia authorities and other educational bodies. Teachers of primary schools and pre-schools were to be trained and mentored to switch to learner-centered teaching techniques using step by step methodologies as well as to foster students to learn at their own pace and actively participate in the learning process. Additionally, the project was also to provide basic equipment and learning materials.
The overall objective was to contribute in strengthening access to and delivery of quality education in Abkhazia with the following Indicators:
OO Indicator 1: 50% of the teachers/parents involved in the project report an increased quality of education by the end of the project
OO Indicator 2: 60% of the children improved their knowledge and skills in the developmental domains by the end of the project
OO Indicator 3: 30% increase in the number of teachers who report to be open to the concept of inclusive education
The specific objective of the Project was to enhance technical and personnel capacities as well as to equip formal education institutions to deliver quality schooling/education to children in Gal/Gali district with the following indicators:
SO Indicator 1: 80% of selected schools and pre-schools use the new learner-centred, developmental approaches (Step by Step methodology) to child education by the end of the project;
SO Indicator 2: 60% of teachers increased their capacities for provision of better quality education by the end of the project;
SO indicator 3: 60% of children improved their psycho-emotional well-being by the end of the project;
The expected results of the Project were as follows:
1) Human capacity of teaching professionals and local partners was to be enhanced to deliver sustainable quality education;
1.1. Indicator 1: 35 professional educators received basic training on Step by Step methodology (R1):

2.1. Indicator 1: 8 schools and 3 pre-schools are equipped with classrooms and teaching materials based on their particular and locally relevant identified needs (R2)
The purpose of this final evaluation is to determine the extent to which the project has met the stated specific objectives, the extent to which it has contributed to the achievement of its overall objective, the lessons learned and the recommendations subsequently. The evaluation objective is to assess the effectiveness, the level of sustainability, the project contribution on the impact and the change in the selected pilot schools and kindergartens in Gal/Gali district and its impact on the education system in Abkhazia. On the other hand, this evaluation is also to identify gaps and future needs for the improvement of the education system in Abkhazia.
There is the need to gather information, to answer the evaluation questions as well as to evaluate the achievement of the overall objectives, specific objectives, indicators and results. The five aspects will be examined through qualitative and quantitative methods such as project document review, interviews, focus group discussions, lesson observations and questionnaires. The main questions of the evaluation are as outlined in the evaluation terms below plus some sub points to be delved into:

Executive Summary
The education sector in Abkhazia is in urgent need of reform and optimisation. There is a constant lack of resources, below average safety standards and insufficient infrastructure. According to the UNICEF Basic Social Services report, a key weakness of the system is the low capacity and outdated practices of teachers. This is especially characteristic of rural schools where teachers have had no training for decades. As from November 2013, WV piloted the 30 months’ project “Support to Improvement of Education System in Abkhazia”. The overall objective was to strengthen access to and delivery of quality education in Abkhazia. The specific objective of the project was to enhance technical and personnel capacities as well as to equip formal education institutions to deliver quality schooling/education to children in the Gal region. The qualitative and quantitative data received from the project stakeholders (including teachers, parents, steering committee members, project staff and the partner organisation “Step by Step” which conducted the trainings) show that modifying teaching methodologies improves the children's motivation, their involvement and active role in education process, thus contributing to improvements in education quality. The main findings and the recommendations revealed from the evaluation are as follows:
Effectiveness
The overall objective was to contribute to strengthening access to, and delivery of, quality education in Abkhazia. Major results in project kindergartens/schools are as follows: Parents of kindergarten children report with 94%, parents of school children with 92% and school teachers with 96% on quality education. 100 % of children feel well in the Kindergarten and have an overall satisfaction score of 84%, 97 % of children feel well in school and have an overall satisfaction score of 84%. The scoring on the childrens positive development is 94% in kindergarten and 82% in school. School results remained approximately the same when comparing 4th graders of 2013 with 4th graders of 2016. This might be due to the fact that neither curricula nor assessment have been adjusted to the new approach. Educators report 100% and teachers report 90 % openness to inclusive education.
The specific objective of the Project was to enhance technical and personnel capacities as well as to equip formal education institutions to deliver quality schooling/education to children in Gal district. Major results in project kindergartens/schools are: All trained teachers using new, learner-centered, developmental approaches. Extend, frequency and quality are different by teacher, class and school. Not all educators/teachers of the project kindergartens/schools participated in the projects. Not all important topics were covered sufficiently by the trainings. School teachers report a 96% quality of education; this is supported further by 2 of 3 kindergarten interventions were better than the controlled intervention and all 7 school lessons were better than the 2 controlled lessons. 100 % of children feel well in the Kindergarten and 97 % of learners feel well in school, both with an overall satisfaction score of 84%, which shows their improved psycho-emotional well-being. For parents, it helped to teach them to listen to their children, reduce pressure and contribute better to the development of their children. The NGOS’s benefit from the general acceptance of the project and the teachers’ favour to continue. In general, openness to inclusive education approaches could be experienced in the project. Teachers, parents and directors are interested in making the kindergartens and schools accessible for all. Yet there is a lack of understanding and capacity.
For further projects, it is recommended to strengthen the cascade training system to include all teachers and educators from kindergartens and schools in the Gali district, to expand the program to other regions as well as to expand to secondary education There is the need to adjust curricula and assessment to the new teaching methodologies as well as to further foster the improvement concerning teachers' competences, skills development and cooperation with the community as well as the government. The inclusive education component should be strengthened: information provided, capacity built, assesible inclusive schools developed, children identified, admitted and differentiated individualized education provided.
Sustainability
To guarantee the project’s sustainability, a steering committee was established, which involves representatives of different structures such as Gal region education department, representatives of Abkhazia State University, local NGOs and Methodologists. Teachers and pupils benefited from the project in multiple ways. Teachers changed their practices and understand constructivist learning, child centred teaching and positive learner teacher relation. The teachers are now using more child-centred and interactive teaching methods focusing on the children’s needs and knowledge as well as their development and the physical environment. The step by step teaching method improved communication within the classrooms and made it more effective. Yet not all teachers received trainings and the cascade trained teachers capacity seems weaker. Not all classrooms were adjusted. The project is only partially in line with the legal framework. Abkhazia is lacking funds for sustaining and up-scaling of the project.
To sustain results and up-scale the project it is necessary to train the teachers and educators not involved in this project. Follow-up training is necessary as well as the implementation in other educational institutions, including secondary schools and inclusive approaches. Continued experience sharing, active cooperation of kindergartens and schools are very important for further learning and development. Training on inclusive education and curricula differentiation are very important to enable teachers to ensure active participation of all learners. There is the need for more cooperation with the local communities and authorities as well as national authorities, to develop a localized approach supported by curricula and assessment systems. Both, the methodologist of the Ministry of Education and the lecturers of the Sukhum State University should be more involved in the upcoming project for both, in- and preservice training adjustment.
Impact
The quality of educational interventions improved in the project schools due to the teacher trainings and adjustment / equipping of classrooms. Lessons are more learner centered involving all learners and bridging cultural gabs. There is improvement in teamwork for learning and aligned educational offers. In some schools and kindergartens extracurricular activities expanded. The psycho-emotional well being of the children improved and with this the motivation for learning. Parental care and participation in school activities improved. In average student results remained about the same level. This might be due to the fact that only the teaching learning methodology has been changed, but not assessment and curricula.
None of the schools visited by the international evaluator is barrier-free, neither physicall nor curricular. Yet, staff, children and parents are open to inclusive education. Also the wider society and authorities started opening for the new learning teaching methodologies as well as the idea of inclusive education. The education authorities took an observing role and are particularly interested in the results of this evaluation as a base for further decisions.
Teachers need to further improve learner centeredness, curriculum differentiation, learning outside the classroom, cooperation with the communities and extra curricula activities. Cooperation between educational institutes and interdisciplinary cooperation need to be strengthened. Schools have to become more barrier-free by renovations, equipment and teacher trainings. Further cooperation with Abkhaz State University should be considered. Administration and school program improvement have to be focused on in the upcoming project. In order to improve the pupils’ results, it seems likely not only to change the teaching method but also to adapt curricula and assessment. Since there seems to be a lack of knowledge and understanding of (parts of) inclusive education, there is need for further training (teachers, authorities) and information of the parents, pupils and the communities.
Reflections
The focus on training educators/teachers helped to change classroom practices and understand constructivist learning, child centred teaching and positive learner/educator/teacher relation. The educators/teachers are now using more child-centered and interactive teaching methods focusing on the children’s needs and knowledge as well as their development and the physical environment. The step by step teaching method improved communication in the classrooms and made it more effective. Improvement was also seen in teacher-parent cooperation and the children’s social skills development. In the upcoming project teachers should be fostered to improve learner centred practices, reduce their active role towards guidance of learning. Focus should be on the organisation of the children’s learning, including learning possibilities outside the school. Learning materials should be organised better to avoid distraction of the learners. Teachers should be trained to prepare custom fit materials from low cost raw materials.
The involvement of directors in the trainings had positive effects as it strengthened their teams. Learning from each other in terms of educational offers was seen as very successful. It was very important since some issues can be addressed by the directors only: keep applying the new methodology and sharing between teachers and kindergartens. According to the directors, there is need for further professional development, development of control mechanisms, support and cooperation with parents and improvement of hygiene in the regions. The new strategiess need to be included into national curricula, standards and assessment strategies.
Equipping kindergartens and classrooms was very helpful for the educational work. The education system needs to be renewed; methodologies of teaching are old fashioned as views on life are changing. All primary schools could change to work with the program besides the expansion to secondary schools. It has been a major concern that schools are not ready for inclusive education and teachers in secondary schools still use the old approaches. Thus, Teachers need to get further training including training in curriculum differentiation. Furthermore, the international evaluator informed on research based need for learner centred methodology to prepare learners for lifelong learning due to the rapidly changing world. Thus, knowledge is becoming less important than the development of competencies.
Achievement of project indicators
Due to changing staff, not all educators/teachers of the plot schools participated in the direct trainings, some benefited from the cascade trainings and some did not benefit from the trainings. For some indicators it is unclear whether those talk about all children, learners, staffs and parents of the pilot kindergartens and schools or about the children, learners, staff and parents who participated in or benefited from the trainings. With my evaluation below I anticipate the indicators are for children, learners, staff and parents who participated in or benefited from the trainings. There are also qualitative differences between educators/teachers who participated in the direct trainings and those who benefited from the cascade trainings, which are not considered below.
50% of teachers/parents involved in the project report an increased quality of education by the end of the project: Achieved.
- Kindergarten parents report 94% on quality education. There were not enough answers/questionnaires from educators to provide reliable data from the teacher's side.
- In schools, teachers report 96% and parents report 92% on quality education.
60% of children improved their knowledge and skills in the developmental domains (baseline definition: learning/development environment, cognitive activity, motivational sphere, student relationship with the world, students’ behaviour in school interactions) by the end of the project: Achieved.
- 100 % of children feel well in the Kindergarten, 97 % of children feel well in school, both have an overall satisfaction score of 84% (high motivation level of 53% of the baseline). This is supported by the 94% scoring for kindergarten and 82% scoring for school on children's positive development.
- Achievement in school remained approximately the same when comparing 4th graders of 2013 with 4th graders of 2016. This might be due to the fact that neither curricula nor assessment have been adjusted to the new approach.
30% increase of teachers who report to be open to the concept of inclusive education: Achieved.
- In the focus group interviews educators report 100% and teachers report 90 % openness to inclusive education, gaining at 100% in the sustainability questions.
- In the questionnaires, educators report a 94% and teachers a 82% positive support for the children`s development based on items which foster inclusive education; this is supported by the openness of teachers towards inclusive education indicated in the focus group interviews.

- 97 % of children feel well in school and have an overall satisfaction score of 84% which shows their psycho-emotional well-being through their openness for active participation in the school; 82% of educators see the psycho-emotional support as successfully provided; This is supported by 88% scoring of positive attention of parents to the children`s education and 82% scoring of parental positive care; besides the interventions evaluated and the high level result of the index of inclusion prove that the psycho-emotional well being of the students.
Conclusions and Recommendations
Effectiveness
Planning of relevant activities:
The project was well planned based on the relevant needs identified through a Unicef study and the long experience of the Step by Step partner organisation. Changing the teaching learning methodologies towards more learner centeredness is very relevant for children wellbeing, development, learning and motivation. Addressing teachers, directors, parents and NGOs through trainings and equipping some classrooms was equally relevant.
Activities to improve school management, school program development, inclusive education and pre-service teacher training should be improved, concerning inclusive education this means e.g. public education, identification, admission, curriculum differentiation and individualised education planning.
Approaching major factors for achievement:
Through addressing teaching learning methodologies, rehabilitation of classrooms, provision of teaching learning materials and the parental involvement, the program improved teaching quality and parental involvement. Competencies of children and learners improved.
Yet learner’s results remained abou the same level. Standards, curricula, text books, assessment, pre-service teacher training, school management and school programs need to be adjusted. Financing education, including rehabilitation, training and salaries need to be improved. It is scientifically proven that countries who invest during conflicts in education overcome the conflicts quicker and more sustainable.
Leading towards achievement:
Quantitative wise the overall objectives, special objectives and outputs were achieved as planned, only 5% teachers less trained, but 73% more professional staff psychological trained. Teaching quality of teachers trained under this program improved. Children, learners and parents improved competencies.
The teaching quality of cascade trained teachers changed, but is not as high as direct trained teachers. Not all teachers of pilot kindergartens and schools as well as of the district have been trained. Not all classrooms of trained teachers were renovated and equipped. Interventions and lessons are more learner centered, but need to be improved further. A wider range of possible teaching learning methodologies need to be introduced. Students results remain about the same level, since standards, curricula and assessment are the same as before and not in line with the new methodologies.
Leading towards benefit of target groups:
The evaluation results are throughout positive. The average high scoring shows especially the high quality of the teacher training program. Specifically, the happiness of the children in learning equally together after the new approach was mentioned. The program helps the children to develop self respect and their personalities, makes them more open, free and motivated, develops their social competencies and prepares them to live in society and culture. Better results are being achieved. The teachers’ wellbeing has also been improved and the teachers report a better quality of education due to the project. 96% of the teachers value the project activities positively. For parents, it helped to teach them to listen to their children, reduce pressure and contribute better to the development of their children.
As above mentioned, competencies of children and learners improved, but not learners’ results. Yet learner’s results are a major factor for future opportunities in the current system of Abkhazia and neighbouring Russia. Thus the other mentioned areas need to be addresses alongside.
Sustainability
Planning for sustainability:
To guarantee the projects’ achievements, the steering committee (being composed of: Senior Methodologist of the MoE, Senior Methodologist for primary schools of the MoE, Head of the Pedagogical department of the ASU, Professor of Psychology of the Pedagogical Department of the ASU, Director of the Sukhum Youth House, A Teacher of the SYH and the Director of Aduney) was established.
Methodologists are not convinced and education officers are observers only. The approach needs to be continued in secondary education, whiles primary and secondary education should be widened and more localised. Thus, lessons should be further improved for learner centeredness with the socio-psychological support to be further improved. For the todays rapidly changing world education needs to focus rather on developing competencies for life long tearning then on conveying knowledge, which should get more attension. Its proven that in conflict striken countries inclusive education seems to be most successful, thus should have more attension on futre projects. Aaddressing the issues of the post war situation is essential for sustainable change, also in the education sector. In order to sustainably change educations systems also standards, curricula, text books, assessment, pre-service teacher training, school management and school programs need to be adjusted. Financing education, including rehabilitation, training and salaries need to be improved.
Standards, curricula, text books, assessment, pre-service teacher training, school management and school programs were not addressed. On a larger scale systems of social cash transfers for poor families are necessary, more financial support for marginalized groups should be considered.
Participation of major stakeholders:
School directors, teachers and NGO staff were closely involved in the project. Local and national education authorities were more or less observers. The Abkhaz State University was only involved through the Steering Committee and enabling internships of their students.
Data show the local and national education authorities and the Abkhaz State University should be more involved in future activities. Methodologists need to be convinced.
Capacity building of stakeholders:
The eveluation shows a major imporvement of trained NGO staff, director’s, teacher’s and parent’s competencies in teaching learning methodologies in kindergartens and primary schools.
Besides the continuation and up-scaling of trainings on learner centered teaching methodologies, there is the need for continued training, experience sharing, organisation development of schools, active cooperation of schools and alignment of activities with governmental rules and activities. apacity development of the methodologist as well as the education authorities should be included. Topics in teacher in-service training need to be custom fit and aligned to / linked with the pre-service teacher training they received for adaptation. Custom fit solutions for further in-service trainings should be developed.
Impact
Planning for direct impact target groups:
The evaluation results are throughout positive. The average high scoring shows especially the high quality of the teacher training program. Specifically, the happiness of the children in learning equally together after the new approach was mentioned.
Beside the overall positive feedback, cooperation with parents, educational planning, school development, school management, networking of schools, multidisciplinary teams (incl. sanitation, health, hygiene, vaccinations, hearing and vision), legal framework, physical environment, teacher conditions, monitoring evaluation, education quality, knowledge and skills development, learner centered approach, improved psycho emotional well being of children and educators are evaluated eight and less. Therefore, those elements should be considered in the follow up of the project. Inclusive education in terms of different cultural groups was addressed, but not for children with disabilities.
Planning for impact on wider environment:
The project piloted learner centered teaching learning methodologies and some minor issues on inclusive education in Abkhazia in order to convince the education authorities for the need and opportunities of change. The evaluation and introduction of results to all stakeholders of education in Abkhazia form part of this strategy. The Minister of Education and his Deputy are very interested to see the results of the evaluation of the pilot project.
Thus in the first round it was difficult to reach out to change education national standards, curricula, text books and other relevant issues, but it is proposed with the follow up activities. Activities for the modernization of the education system in Abkhazia are necessary. Inclusive education need to be considered within the new strategies.
Stakeholder’s and target group’s benefit from the project:
Teachers and children benefit as a result of the project implementation. All target schools are now using new, learner-centered, developmental approaches. The step by step approach helps to overcome old-fashioned teaching-methods and improves teaching and learning. As not all educators/teachers participated in the projects, more activities on this for quality assurance are recommended. Also the psycho-emotional wellbeing of the children could be improved: In average the scores are high and show the high satisfaction of children in the kindergartens, proving quality of educational offers as well as the psycho-socio well being of the children. The teachers’ wellbeing has also been improved and the teachers report a better quality of education due to the project. 96% of the teachers value the WV activities which creates a solid base to start new projects, e.g. on inclusive education approaches. For parents, it helped to teach them to listen to their children, reduce pressure and contribute better to the development of their children.
Yet learner’s results remained about the same level, even some concerns about language development, reading and writing. Teachers need to work in two systems, the old for governmental planning and the new for the new approach. This confirms the need for improved localization of the approach and adjustment of the national education system.
Barrier free access:
Stakeholders are more open towards inclusive education. Within the project a cultural sensitive approach has been introduced.
Yet schools are not ready to admit children with disabilities. There is the need for indepth training and school development for inclusive education provision, incl. the need for provision of equipment and materials, assistive devices for children with disabilities as well as barrier free rehabilitation of schools.
Lessons:
Datas show that the quality of educational intervention is better in the project schools. Well prepared lessons with a variety of methods and materials are used, often activity focused, with clear teacher language. Educators / teachers still talk a lot and feel like they need to lead learning, instead of guiding.
There are further needs for improvement concerning: teachers’ competences in learner centered methodologies, skills development, curriculum differentiation and inclusive education.
Extracurricular activities:
Some kindergartens and schools offer more extracurricular activities, some less.
All in all, data shows that there still is a lack of extracurricular activities and thus should be included in the upcoming project. School is not only to take place in the classroom, but in the wider environment of the community.
Counselling and guidance:
The cooperation with Step by Step Armenia was seen very positive and effective. Participating stakeholders learned a lot.
There is the need for more guidance in the cascade trainings and implementation.
Teacher trainings:
The teachers' training improved interactive methods and help develop social skills. Parental cooperation was improved (with further need to improve the involvement of fathers).
There is still need to introduce a greater variety of learning and teaching methods as well as foster improved understanding of constructivist learning theory. Still classrooms are overcrowded with materials; there is a lack of self-made materials, materials from life. Improve thematic cross curricular planning and teaching, organise children learning / activities outside school are further needs. Additionally, inclusion of children with special needs is of high importance and need as well as the development of new forms of assessment.
Improved team management:
Datas show improved teamwork. Learning from each other’s educational offers was seen very successful.
The development of school prgrams could further improve teamwork and school development. Considering inclusive education someone need to think also about multidisciplinary teams, thus expanding the team to involve capacity from outside school.

Improved curricula:
Some school based flexible curricula were provided, in addition to the national curricula teachers have to use. It is shown that some schools have increased results, some remained at the same level and some reduced. In average results remained about the same level: 3, 99:3, 93.
Teachers report a problem of double work, based on governmental rules and regulations and based on the step by step program. As stated before, national standards, curricula and the assessment system also need to be adjusted.
Learning from other projects
Through the vast experience of Step by Step, the program benefited from other projects in the region.
Yet the visit to Armenia could not take place, but would have been essential to convince methodologists and education authorities on the impact and need of the proposed changes.
Learning from project organisation
The datas show the positive influence of the project on the children’s development. Thus the project design with focus on trainings had a direct positive influence on the children, learners and parents.
There is a lack of cooperation with other educational institutes beyond project schools, a lack of interdisciplinary cooperation and cooperation with governmental authorities.
Reflections
Attitudes of directors, teachers, children and parents changed positively. The project contributes to peace building through the psycho emotional and development of children and cultural inclusive approach.
Professional development educators
Evaluation by directors were rated as positive as they could see that the training provided to the teachers were well structured and addressed the huge need for qualified teachers in dealing with children. Furthermore, the fact that the project strengthened the bonding between teachers and director resulted in a better team spirit.
However, there can be a call for improvement as the director is of the opinion that all teachers should be able to attend the training for a better and harmonious team.
Professional development teachers
Evaluating the teacher training, it becomes clear that teachers want the project to continue. The step by step program is seen as very easy accessible, leading towards equal opportunities in school. Trainers and teachers have been well trained and can train others. In the qualitative part training of trainers and teachers as well as equipping classrooms and kindergartens are seen as very useful and effective. The trainings were clearly understood, trainers and educators learned a lot, which was helpful for professional upgrade and increased motivation. The materials are considered useful. Teachers learned many new things, especially on addressing the individual needs and want to learn more. The average high scoring shows the general high value of the project to the teachers.
As further needs, were mentioned that all educators of schools and kindergartens should be included in the trainings and the project should be expanded to other kindergartens and schools, including secondary schools. Further training is favoured as well as meetings to share experiences and methods. Also cooperation with the government is required by the teachers and there is interest in inclusive education approaches with a huge need for training and capacity building. English courses are needed. Concerning the trainings, the teachers would prefer more continuous training and less change of trainers, including yearly follow-up trainings.
Development children
Specifically, the happiness of the children in learning equally together after the new approach was mentioned. The program helps the children to develop self respect and their personalities, makes them more open, free and motivated, develops their social competencies and prepares them to live in society and culture. The pupils now obtain better results, acquire service skills, and are more initiative and communicative. They are able to do presentations, talk freely and improved their competencies in creative arts. Yet the concern towards the lack of improved reading, writing and knowledge development is confirmed by the learners’ results. This confirms the need for improved localization of the approach and adjustment of the national education system.
Infrastructure development
As underlined previously, Abkhazia is in urgent need of reform and optimization as there is a constant lack of resources, below average safety standards and insufficient infrastructure. Schools are in a dilapidated state as the large debilitated soviet premises are economically unsustainable. Likewise, there is a lack of heating systems; there are broken windows; and collapsing staircases. Further needs addressed this problem by stating that there is indeed a need for optimization of classrooms, repairs of the various playing spaces, renovations of learning space of the childrens.
Parental involvement
The interaction between pupils and parents improved, since parents are more active and involved into the education of their children. The methodologies helped to include parents into the process and increased their motivation.
Psycho emotional development
It has been realised that the teachers need a positive emotional level in order to teach well. The teachers feel better after training. Now, teachers are checked two or three times per year by the MoE, but the main standards of education have not been changed, it is just considered a different approach. Thus, teachers need to play a double role.
The psycho emotional work with the children and families is time consuming. Here lies the need for improvement in the upcoming project.
Inclusive education
Datas show, directors generally seem to be motivated for inclusive education but there might be a lack of understanding on inclusive education in high scoring schools.
Other datas suggest: support for diversity and orchestrating learning are not yet at this level. There might be still an issue in some schools concerning inclusive education. The data also shows the readiness of parents towards inclusive education, for both, children with disabilities and children form marginalized groups. Parents should learn about the need and advantages. Inclusive education is not yet implemented and there is huge demand for further trainings, information, material and equipment.

Распад СССР и последующая война в Абхазии в 1992-1993 годах привели к долгосрочной стагнации страны. В результате замороженного пост-конфликтного состояния, Абхазия испытывает высокий уровень безработицы и бедноты, обладает крайне ограниченной системой социального обеспечения населения и недостатком инфраструктуры.
Сектор образования испытывает острую потребность в реформах и оптимизации. Присутствует постоянная необходимость ресурсов, стандарты безопасности ниже среднего значения, инфраструктура неудовлетворительна. Школы полуразрушенны, так как содержание подобных больших советских зданий экономически непосильно. Аналогичным образом, нет отопительных систем, окна сломаны, лестницы обрушиваются. Нет должных учебников, методических и других информационно-обучающих материалов. К тому же, педагогические стандарты достаточно низки, и нуждаются в улучшении. Согласно отчету ЮНИСЕФ о базовой системе социального обеспечения, “ключевой слабостью системы являются низкие способности и устаревшие методы преподавателей”. Это особенно характерно для сельских школ, где учителя не проходили обучения и повышения квалификации десятилетиями.
В ноябре 2013 организация WV начала проект “Поддержка улучшения системы образования Абхазии”, длившийся 30 месяцев. Данный проект в основном был ориентирован на учителей и директоров государственных начальных школ и дошкольных учебных заведений Гальского района, далее на представителей местных неправительственных организаций образовательного сектора, на соответствующих
представителей власти Абхазии и на другие образовательные учреждения. Учителей начальной школы и дошкольных учебных заведений планировалось тренировать и курировать с целью перевести их на методики преподавания, ориентированные на ученика, используя при этом пошаговые методологии, а также поощрять учеников учиться в соответствии со своими собственными возможностями и активно участвовать в процессе обучения. Дополнительно, данный проект должен был обеспечить бенефициаров базовым оборудованием и учебными материалами.
Общей целью Проекта было способствование улучшению доступа к и предоставлению качественного образования в Абхазии со следующими Показателями:
OO Показатель 1: 50% учителей и родителей, задействованных в проекте, к концу проекта должны были сообщить об улучшенном качестве образования;
OO Показатель 2: 60% детей к концу проекта должны были улучшить знания и навыки в области развития;
OO Показатель 3: 30% увеличение в количестве учителей, открытых концепции инклюзивного образования;
Специфической целью Проекта являлось увеличение технического оснащения и численности персонала, а также оборудование формальных образовательных учреждений всем необходимым для предоставления качественного образования детям Гальского района. В расчет принимались следующие показатели:
SO Показатель 1: 80% выбранных школ и дошкольных учебных заведений к концу проекта должны использовать новые эволюционные подходы, ориентированные на учеников (пошаговая методология);
SO Показатель 2: 60% учителей к концу проекта должны качественно увеличить уровень предоставления образования;
SO Показатель 3: 60% детей к концу проекта должны улучшить свое психоэмоциональное благополучие;
Ожидаемые результаты Проекта были следующими:
1) Кадровый потенциал преподавателей и местных партнеров должен был быть увеличен дабы предоставлять долгосрочное качественное образование;
1.1. Показатель 1: 35 профессиональных преподавателей получили базовые тренинги по пошаговой методологии (R1):

1.3. Показатель 3: Приблизительно 200 учителей получили базовые тренинги по методологии организации “Шаг за Шагом” от недавно обученных коллег, ставших наставниками (каскадные тренинги) (R1)
1.4. Показатель 4: Около 30 профессиональных преподавателей и персонал других релевантных НПО получили психосоциальную подготовку (R1):

2.1. Показатель 1: 8 школ и дошкольных учебных заведений оборудовали классами и учебно-методическими материалами, основываясь на их конкретных и релевантных нуждах (R2).
Целью данного финального оценочного отчета является определение масштаба соответствия результатов проекта обозначенным специфическим целям; того, насколько проект способствовал достижению общей цели, вынесенных уроков и соответствующих рекомендаций на будущее. Целью данного анализа является оценка эффективности, уровня устойчивости, вклад проекта и его влияние на качественные изменения в выбранных тестовых школах и детских садах Гальского района, а также влияние на систему образования в Абхазии. С другой стороны, данный анализ также должен выявить пробелы и будущие потребности для улучшения системы образования в Абхазии.
Существует потребность собрать необходимую информацию, ответить на оценочные вопросы, а также оценить насколько общие и специфические цели, индикаторы и результаты соответствуют заявленным ожиданиям. Посредством качественных и количественных методов, будут рассмотрены пять аспектов проекта -просмотр документации по проекту, интервьюирование, дискуссии в формате фокус-групп, открытые уроки и вопросники.

Качественные и количественные данные, полученные от задействованных в проекте сторон (включая учителей, родителей, членов комиссии по выработке порядка дня, персонала проекта и партнерской организации “Step by Step” (“Шаг за Шагом”), которая проводила тренинги, показывает, что модифицирование методологии преподавания улучшает мотивацию детей, их вовлечение и активную роли в процессе образования, таким образом улучшая качество образования. Основные выводы и рекомендации указаны далее:
Эффективность
Главной целью проекта было улучшение доступа к и предоставление качественного образования в Абхазии. Основными результатами в детских садах, задействованных в проекте, являются: 94 % родителей дошкольников, 92 % родителей школьников, 96 % учителей говорят об улучшении качества образования.100 % дошкольников чувствуют себя прекрасно, и получают удовлетворительную оценку в 84 %; 97 % школьников чувствуют себя прекрасно, и получают удовлетворительную оценку в 84 %. Оценки детей на позитивное развитие: 94 % в детских садах, 82 % в школах. Результаты по школам остались практически неизменными при сравнении учащихся 4го класса в 2013 г с 2016 годом. Это может быть связано с тем фактом, что ни учебный план, ни способ оценки не были приспособлены к новому подходу. Воспитатели говорят о 100 % , а учителя о 90 % готовности к инклюзивному образованию.
Специфической целью Проекта являлось усиление технического и кадрового потенциала, а также оснащение формальных учебных заведений, с целью предоставления качественного образования детям Гальского района. Результатами проекта в целевых детсадах и школах нижеследующие: Все обученные учителя используют новые, основанные на нуждах учеников, развивающие подходы. Масштабы, частота и качество зависят от учителей, классов и школ. Не все воспитатели/учителя целевых детсадов/школ участвовали в проекте. Не все важные темы были достаточно широко освещены на тренингах. Школьные учителя докладывают о 96 % качестве образования; данный факт был подтвержден тем, что 2 из 3 проектных интервенций показали лучшие результаты, нежели контролируемые интервенции, и все 7 школьных уроков были лучше, чем два контролируемых урока. 100 % детей чувствуют себя хорошо в детских садах; 97 % школьников чувствуют себя хорошо в школах. Обе группы показывают удовлетворительные результаты в 84 %, что является индикатором того, что их психоэмоциональное благосостояние улучшилось. Что касается родителей, это помогло научить их прислушиваться к своим детям, уменьшить давление, оказываемое на ребенка, и помогать развитию своих детей. Проект оказывает положительное воздействие на НПО, учителя также высказываются за продолжение проекта. В общем, наблюдается открытость к подходу инклюзивного образования. Учителя, родители и директора заинтересованы в том, чтобы сделать школы доступными для всех. Но тем не менее, наблюдается недостаток понимания и активности.
Для дальнейших проектов рекомендуется усилить каскадный метод обучения, с целью включить всех учителей и воспитателей из детских садов и школ Гальского района, а также расширить программу на другие районы и на среднее образование. Существует необходимость адаптировать учебный план и систему оценивания к новой методологии преподавания, а также и далее способствовать улучшению компетенций преподавателей, развитию их навыков и сотрудничеству как с обществом, так и с правительством.
Компонент инклюзивного образования должен быть усилен: должна предоставляться информация, потенциал должен быть развит и укреплен, в школах должна быть развита доступная инфраструктура, дети должны быть идентифицированы, приняты в школы и им должно предоставляться дифференцированное, индивидуализированное образование.
Самодостаточное развитие проекта.
С целью гарантии самодостаточного развития проекта был учрежден организационный комитет, который включил в себя представителей различных структур, таких как отдел образования Гальского района, представители Абхазского Государственного Университета, местные НПО и методологи. Учителя и ученики получили пользу от проекта в нескольких аспектах. Учителя изменили свою практику и стали понимать конструктивную методику обучения, обучение, ориентированное на ребенка и позитивные отношения между учащимся и учителем. Сейчас учителя все больше используют интерактивные методы преподавания, ориентированные на ребенка, фокусируются на потребностях и знаниях ребенка, а также на их развитии и физическом окружении. Пошаговая методика преподавания улучшила коммуникации на уроках и сделала их более эффективными. Но не все учителя получили тренинги, а способность учителей, прошедших тренинг, передать знания посредством каскадной системы, не настолько сильна. Не все классы приспособлены. Проект не до конца соответсвует правовому пространству страны. В Абхазии недостаточно ресурсов для поддержания и развития проекта.
Для того, чтобы закрепить и удержать результаты, а также развить проект, необходимо провести тренинг для учителей и воспитателей, которые ранее не были задействованы в проекте. Также необходимы последующие тренинги и реализация проекта в других образовательных учреждениях, включая средние школы и инклюзивные подходы.
Для дальнейшего обучения и развития крайне важны непрерывная передача опыта, активное сотрудничество детсадов и школ. Тренинги по инклюзивному образованию и дифференциации учебного плана чрезвычайно важны для того, чтобы учителя сумели обеспечить активное участие всех учащихся. Существует необходимость более глубокого сотрудничества с местными обществами и властями для того, чтобы разработать более локализованный подход, поддержанный оценочной системой и учебным планом. Как методологи Министерства Образования, так и лекторы Сухумского Государственного Университета должны быть более вовлечены в предстоящий проект для практикующих учителей, и учителей, только готовящихся начать учебную практику.
Воздействие проекта.
Качество образовательных интервенций улучшилось в целевых школах в связи с тренингами для учителей и оборудования классов. Уроки стали более ориентированными на учащихся, все они вовлечены в эти уроки, культурная разница нивелирована. В некоторых школах и детских садах расширился спектр дополнительных занятий. Психоэмоциональное благополучие детей улучшилось, а вместе с ним и мотивация к обучению. Родительская забота и участие в школьных мероприятиях повысились. В среднем, показатели учащихся остались на до-проектном уровне. Это может быть связано с тем фактом, что изменена была лишь методология преподавания, а не критерии оценки и учебный план.
Ни одна из школ, которые посетил международный эксперт, не была спроектирована с учетом потребностей людей с ограниченными возможностями, равно как и учебные планы не были модифицированы с учетом потребностей той же группы учащихся. Тем не менее, сотрудники школ и родители открыты идее инклюзивного образования. Также само общество и власти стали более открыты новым методологиям образования и идее инклюзивного образования. Представители власти в сфере образования приняли на себя роль наблюдателя и наиболее заинтересованы в результате оценочной экспертизы, на которые можно опираться принимая дальнейшие решения.
Учителям нужно и далее улучшать ориентированность на учащихся, дифференциацию учебного плана, мотивиацию учеников учиться и вне классов, сотрудничество с обществом и внеклассные занятия. Сотрудничество между институтами образования и междисциплинарное сотрудничество должны быть усилены. Школы должны стать более доступными маломобильным группам населения посредством ремонта, оборудования и обучения учителей. Нужно рассмотреть дальнейшее сотрудничество с Абхазским Государственным Университетом.
Администрирование школ и улучшение школьной программы должны стать центральными задачами последующего проекта. Для того, чтобы улучшить показатели учеников, нужно не только изменить метод преподавания, но также адаптировать учебный план и систему оценки. Так как наблюдается недостаток знания о и понимания (частично) идеи инклюзивного образования, существует необходимость дальнейшего обучения (учителей, властей) и информирования родителей, учеников и общества.
Рефлексия о проекте.
Фокус на обучении воспитателей/учителей помог изменить учебную практику и понять конструктивистский подход к обучению, обучение, ориентированное на ребенка и позитивные отношения между учащимся/воспитателем/учителем. Воспитатели/учителя теперь используют интерактивные методы преподавания, ориентированные на ребенка, фокусируя при этом внимание на потребности и знания ребенка, а также на их развитие и физическое окружение. Пошаговый метод обучения улучшил коммуникации в классе и сделал их более эффективными. Улучшение также было заметно и в сотрудничестве учителей с родителями и в развитии навыков общения детей. В следующих проектах особое внимание следует уделить улучшению практики обучения, ориентированного на учеников, перевести роль учителей с активной в направляющую. Следует уделить внимание организации процесса обучения, включая возможности обучения вне школы. Учебные материалы должны быть лучше организованы, чтобы избежать отвлечения внимания учеников. Учителя должны обучиться заготавливать материалы, соответсвующие потребностям учебного процесса, из недорогих сырьевых материалов.
Вовлечение директоров в тренинги возымели позитивный эффект, так как они укрепили командный дух. Обмен опытом также был оценен как весьма успешный. Это было крайне важно, так как некоторые вопросы могут быт решены исключительно директорами: к примеру, внедрение новой методологии и обмен опытом между учителями и детсадами. По мнению директоров, существует необходимость профессионального развития, развития механизмов контроля, поддержки и сотрудничества с родителями и улучшение гигиенических условиях в регионах. Новые стратегии необходимо включить в национальный учебный план, стандарты и стратегии оценки.
Оборудование детсадов и школьных классов было крайне полезно для работы в сфере образования. Система образования должна быть обновлена; методики преподавания устарели, так как мировоззрение динамично меняется. Все начальные школы могли бы быть изменены, чтобы работать с программой (помимо расширения в среднюю школу). Беспокоил тот факт, что школы не готовы к инклюзивному образованию и учителя в средних школах до сих пор используют старые подходы. Однако, учителям нужны дальнейшие тренинги, включая тренинг по дифференциации учебного плана. Кроме того, международный эксперт, по результатам своего исследования, сообщил о необходимости в методологии, ориентированной на учащегося, чтобы подготовить учеников к тому, что процесс обучения будет длиться всю жизнь в связи с динамично развивающейся и меняющейся мировой конъюнктурой. Таким образом, сами знания становятся менее важными в сравнении с развитием компетенции и способностей.
Достижение проектных показателей
В связи с переменой персонала, не все воспитатели/учителя проектных школ участвовали в прямых тренингах, некоторые из них приняли участие в каскадных тренингах, а некоторые вообще не участвовали в тренингах. Некоторые показатели не достаточно ясны. Сложно понять говорят ли они обо всех детях, учителях, персонале и родителях пилотных детсадов и школ, или о детях, учащихся, персонале и родителях, которые непосредственно принимали участия или были не прямыми бенефициарами тренингов. В моем отчете, я принимаю как данность тот факт, что показатели имеют прямое отношение к тем детям, учащимся, персоналу и родителям, которые принимали участие или были косвенными бенефициарами тренингов. Также присутствует количественная разница между воспитателями/учителями, которые участвовали в тренингах, и тех, которые участвовали в каскадных тренингах, и которых далее мы во внимание не принимаем.
50% учителей/родителей, принимавших участие в проекте, говорят об улучшенном к концу проекта качестве образования:
- Родители детсадовцев заявляют о 94 % качестве образования. Ответов/ заполненных анкет было недостаточно, чтобы получить достоверную информацию, опираясь на мнение учителей.
- В школах, учителя говорят о 96 %, а родители о 92 % качестве образования.
60 % детей к концу проекта улучшили свои знания и навыки в области развития (исходные показатели: обучающая/развивающая среда, когнитивная деятельность, мотивационная среда, отношения учащегося с миром, поведение учащегося в актах взаимодействия в школе):
- 100 % детей чувствуют себя хорошо в детских садах, 97 % детей чувствуют себя хорошо в школах. Обе группы показывают удовлетворительную оценку в 84 % (и высокую мотивацию в 53 % от базового показателя). Эти данные подтверждаются оценками в позитивном развитии в 94 % в детских садах, и в 82 % в школах.
- Достижения в школе остались практически на том же уровне, если сравнивать учащихся 4го класса в 2013 году, и учащихся 4го класса в 2016. Это может быть связано с тем фактом, что ни учебный план, ни система оценки не были адаптированы к новому подходу.
На 30 % более учителей говорят о своей открытости идее инклюзивного образования:
- В интервью фокус групп педагогов, они говорят о 100 % поддержке (учителя о 90 % поддержке) идеи инклюзивного образования, и выражают 100 % готовность содействия дальнейшему устойчивому развитию проекта.
- В опросных листах, педагоги заявляют о 94 %, а учителя о 82 %, поддержке развития детей, основанном на предметах, которые способствуют инклюзивному образованию; это также поддерживается открытостью учителей инклюзивному образованию, которая была выявлена в интервью фокус групп.
- Данные показывают, что необходимо улучшить понимание того, что есть инклюзивное образование.
К концу проекта 80 % выбранных детсадов и школ используют новые развивающие подходы к детскому образованию, ориентированные на учеников (методология Шаг за Шагом).
- Данные из вопросников и наблюдения за ведением уроков показывают, что 100 % школ использует новые, развивающие подходы, ориентированные на учеников.
- Масштаб, частота и качество использования методов зависит от преподавателя, класса и школы. Не все педагоги/учителя принимали участие в проекте. Больше деятельности должно быть направлено на гарантию качества.
К концу проекта 60 % учителей увеличили свои способности к предоставлению качественного образования. Все учителя, прошедшие тренинги, добились следующих показателей:
- Предложенное количество воспитателей и учителей, за исключением пяти человек, приняли участие с позитивным восприятием деятельности проекта в 96 %. Однако, не все важные темы были достаточно широко освещены, следовательно, необходима дальнейшая работа.
- Школьные учителя говорят о качестве образования в 96 %; эти данные поддерживаются опытом 2 детсадов из 3, показатели которых были лучше, чем контрольных вмешательства, и все 7 школьных уроков были лучше, чем 2 контрольных урока.
60 % детей улучшили свое психоэмоциональное благосостояние к концу проекта:
- 100 % детей чувствуют себя хорошо в детсадах и показывают общую удовлетворительную оценку в 84 %, что показывает улучшенное психоэмоциональное состояние посредством открытости к активному участию в деятельности детсада; 96 % воспитателей считают, что психоэмоциональная поддержка успешно оказывается. Это поддерживается баллом в 87 % по позитивному вниманию родителей к образованию детей, и баллом в 81 % по позитивной родительской опеке; кроме того, оцененные интервенции и высокий уровень результата индекса включения подтверждают хорошее психоэмоциональное благосостояние детей.
- 97 % детей чувствуют себя хорошо в школах и показывают удовлетворительные результаты в 84 %, что проявляет их психоэмоциональное благосостояние посредством открытости к активному участию в процессах, происходящих в школе; 82 % воспитателей считают, что психоэмоциональная поддержка успешно оказывается. Это подтверждается оценкой в 88 % по позитивному вниманию родителей к образованию детей, и оценкой в 82 % по родительской позитивной опеке. Кроме того, оцененные интервенции и высокий уровень результатов по индексу инклюзивности доказывает положительное психоэмоциональное благосостояние детей.
Выводы и рекомендации.
Эффективность.
Планирование релевантной деятельности:
Проект был хорошо спланирован, основываясь на релевантных потребностях, идентифицированных посредством исследования ЮНИСЕФ и долгосрочного опыта партнерской организации Шаг за Шагом. Изменение методологий обучения и преподавания к методологиям, более ориентированным на ученика, крайне важно для благополучия, развития, способности учиться и мотивации ребенка. Равнозначно важным было взаимодействие с учителями, директорами, родителями и НПО посредством тренингов и оборудования классных комнат. Деятельность по улучшению управления школами, развития школьной программы, инклюзивного образования и тренингов практикующих учителей должна быть усилена. Относительно инклюзивного образования, здесь , к примеру, подразумеваются государственное образование, идентифицирование, принятие в учебные заведения, дифференциация учебного плана и индивидуализированное планирование.
Подход к основным факторам, способствующих достижению результатов:
Программа улучшила качество преподавания и уровень родительского участия посредством внедрения новых методологий обучения и образования, восстановления классов, снабжения необходимыми материалами и поощрения родительского участия.
Однако, результаты учеников остались почти на том же уровне. Стандарты, учебный план, учебники, метод оценивания, управление школой и школьные программы должны быть адаптированы. Финансирование образования, включая реабилитацию, тренинги и зарплаты, должно быть улучшенным. Научно доказано, что страны, которые во время конфликтов, инвестируют в образование, быстрее преодолевают конфликты.
Направление в сторону достижения результатов.
В количественном смысле, общие цели, специальные цели и результаты проекта, соответствуют изначальным планам. Только на 5 % меньше учителей прошли тренинги. Однако, профессиональных работников-психологов было обучено на 73 % более запланированного количества. Качество преподавания учителей, прошедших тренинги по данной программе, значительно улучшилось. Дети, учащиеся и родители улучшили свои навыки.
Качество преподавания среди учителей, прошедших каскадные тренинги, изменилось, но не настолько, насколько изменилось качество преподавания среди учителей, прошедших прямые тренинги. Не все воспитатели проектных детсадов и школ, а также районов, прошли тренинги. Не все классные комнаты были отремонтированы и оборудованы. Интервенции и уроки стали более ориентированными на учащегося, но все же требуют дальнейшего улучшения. Необходимо внедрение более широкого спектра методологий преподавания. Результаты учеников остаются приблизительно на одном уровне, так как стандарты, учебный план и система оценивания, остались допроектными и не сходятся с новыми методологиями.
Направление в сторону получения пользы от проекта целевыми группами.
Результаты оценочной экспертизы в основном позитивные. В среднем, оценки положительные, что показывает высокое качество программы тренингов для учителей. Программа помогает детям развивать уважение к себе и своей личности, делает их более открытыми, свободными, мотивированными, развивает их социальные навыки и готовит из к жизни в обществе и культуре. Достигаются лучшие результаты. Благополучие учителей также было улучшено и они докладывают об улучшенном качестве образования, как о результате данного проекта. 96 % учителей воспринимают данный проект положительно. Родителей же проект научил прислушиваться к детям, снижать уровень давления и вносить вклад в развитие своих детей. Как сказано выше, навыки детей и учащихся улучшились, но результаты остались на допроектном уровне. Тем не менее, результаты учеников являются большим факторов для будущих возможностей (возможных проектов) в системе образования Абхазии и соседствующей России. Таким образом, необходимо адресовать другие упомянутые вопросы.
Дальнейшее устойчивое развитие проекта.
Планирование устойчивого развития проекта.
Для того, чтобы гарантировать достижения положительных результатов, был учрежден организационный комитет ( в составе которого находятся Главный Методолог МинОбра, Главный Методолог начальных школ МинОбра, Глава педагогического факультета АГУ, Профессор Психологии педагогического факультета АГУ, Директор Сухумского Дома Юношества, Учитель СДЮ и Директор “Адуней”).
Представители институтов образования выступают только в роли наблюдателей. Данный подход необходимо продолжить в средней школе, в то время как его использование в начальной школе должно быть расширено и локализовано. Так, уроки должны быть улучшены, дабы усилить их ориентированность на учащихся; социально-психологическая поддержка также нуждается в улучшении.
В современных реалиях постоянно меняющейся мировой конъюнктуры, образование должно быть сконцентрировано на приобретении навыков пожизненного обучения, нежели на простой передаче знаний. Доказано, что в странах, переживающих конфликт, инклюзивное образование оказывается достаточно успешным, а следовательно ему стоит уделять повышенное внимание в будущих проектах. Решать вопросы и задачи, связанные с пост-конфликтной ситуацией, крайне важно для долгосрочных перемен, в том числе и в сфере образования. Для того, чтобы изменить систему образования, нужно также адаптировать стандарты, учебный план, учебники, систему оценки, управдение школой и школьную программу. Также необходимо увеличить финансирование сектора.
Стандарты, учебный план, учебники, система оценки, управление школой и школьная программа не были объектами проекта. В более широкой перспективе, необходимо также социальная материальная поддержка бедным семьям; можно рассмотреть возможность финансовой поддержке социально отчужденных групп.
Участие крупных причастных к проекту сторон.
Школьные директора, учителя и работники НПО были тесно вовлечены в деятельность проекта. Местные и государственные работники сектора образования были в большей или меньшей степени наблюдателями. АГУ был вовлечен посредством включения в состав Организационного Комитета, а также посредством стажировки в проекте их студентов. Данные показывают, что местные и государственные власти и АГУ должны быть более вовлечены в будущие проекты. Методологов необходимо убедить в важночти новых методов.
Мобилизующие заинтересованные стороны меры.
Экспертная оценка показывает значительное повышение профессионализма и улучшение навыков среди работников НПО, директоров, учителей и родителей в вопросе преподавания новых методов образования в детсадах и начальных школах. Помимо продолжения уже существующих тренингов и их расширения, необходимы также дополнительные тренинги, обмен опытом, организационное развитие школ, активное сотрудничество школ и координация действий с правительственными правилами и деятельностью. Развитие потенциала методологов, а также представителей власти, должно быть включено в будущую деятельность. Темы, которые обсуждаются на тренингах для учителей, не начавших учебную практику, и тех, кто ее уже начал, должны быть соответсвенно подобраны и быть связанными с их деятельностью и адаптационными тренингами. Специально подобранные решения для дальнейших тренингов для практикующих учителей должны быть разработаны.
Влияние проекта.
Планирование непосредственного воздействия на целевые группы.
В основном, результаты оценочной экспертизы положительные. Средний показатель по школам доказывает высокое качество программы тренингов для учителей. Особенно радует готовность детей учиться на равных с другими. Кроме основных позитивных отзывов, высоко оценивается (на 8 или меньше) сотрудничество с родителями, планирование образовательного процесса, развитие школ, управление школами, взаимодействие школ, многопрофильные команды (включ. улучшение санитарных условий, здоровья, гигиены, вакцинации, слуха и зрения), правовое поле, условия обучения, отслеживание результатов, качество образования, развитие знаний и навыков, подход, ориентированный на учащегося, улучшенное психоэмоциональное благосостояние детей и воспитателей.
Таким образом, эти элементы должны быть учтены в дальнейшем. Было рассмотрено инклюзивное образование в плане включения различных культурных групп, но не детей с инвалидностью.
Планирование воздействие на более широкое пространство:
Проект пилотировал педагогические методологии, ориентированные на учеников, а также некоторые мелкие вопросы, связанные с инклюзивным образованием в Абхазии, чтобы убедить власти в необходимости и окне возможности для перемен. Оценка и представление результатов проекта всем заинтересованным лицам в секторе образования Абхазии, формируют часть стратегии проекта. Министр образования и его заместитель крайне заинтересованы в результатах оценочной экспертизы данного пилотного проекта. Таким образом, поначалу было сложно добиться понимания необходимости и непосредственно изменения национальных стандартов образования, учебного плана, учебников и т.д., но данные предложения внесены в проектное описание следующих инициатив. Деятельность по модернизации сектора образования в Абхазии крайне необходимы. Инклюзивное образование должно быть включено в новые стратегии.
Польза от проекта, полученная заинтересованными лицами и целевыми группами.
И учителя и дети получают пользу от деятельности проекта. Все проектные школы теперь используют новые развивающие подходы, ориентированные на учащегося. Пошаговый подход помогает преодолеть устаревшие методы преподавания и улучшает способность учиться и учить. Так как не все воспитатели/учителя участвуют в проекте, рекомендуется усилить деятельность по проведению контроля качества. Также можно еще улучшить психоэмоциональное благосостояние детей. В среднем, оценки высоки и показывают, что качество образования и психоэмоциональное благосостояние детей, находятся на удовлетворительном уровне. Благосостояние учителей также улучшилось, и они докладывают об улучшении качество образования, непосредственно связанным с деятель
