Off topic: Curiosity killed the cat (Federally Certified Court Interpreters)

I was looking at the Federally Certified Court Interpreters and noticed that there are only three languages in which the certification is offered - Spanish, Haitian Creole and Navajo. While the need for Spanish is quite obvious, I'm quite curious about the reasons why the other two languages were selected?
