LT is not included into LO. LO just has an interface to the LT server. If you don't have a good Internet connection or just want/need to work offline, you still need to install the LT extension. And, of course, you need the extension if you want to use your own rules / dictionaries.

And they built the interface into the program as a feature. It's part of the code now. How does that not fall under the definition of being included?

This native solution (as the folks in that thread called it) is admittedly not as powerful as the extension... yet. This integration was just implemented and rolled out to the public in August. Give it some time, they will get there eventually. Hey, I'm always up for minimizing my attack surface. ¯\_ (ツ)_/¯
