I wonder whether the app is not simply "hidden" by Google Play Store, maybe because of the declared compatibility with specific versions of Android by the developer. Because when I click on Rate this App, I am taken to the Google Play page for the app!

If you need details on how to install an APK on Android, just ask here. A default setting must be changed to allow that.
