Found the definition of "elevation" on https://psychologydictionary.org/elevation/: "Level or trend of a person's test profile." So, "clinically elevated" can be interpreted as the symptoms are serious/elevated enough to be clinically significant. I think jyuan_us' translation is the closest to what's meant. Thank you all nonetheless.
