المقصود بمعاملات الموظفين هو كل ما يخص التزاماتهم الواجبة الأداء وحقوقهم الممنوحة بموجب عقد العمل
المقصود بالنظام هو القانون الواجب النفاذ حيث تطلق بعض الدول العربية على القانون مُسمى النظام
مثال: نظام التأمينات الاجتماعية = قانون التأمينات الأجتماعية
فالقوانين هى التي يكون لها أحكام واجبة التطبيق أما النظم فهى أرشادات أو خطوات يجب اتباعها فقط
