Telva: As Margaret suggested, in this usage it shout be "cut off" (two words).

Apologies to all I did not need reassurance, but SP > EN; At this point, I don't know anymore if I originated the confusion or if somebody, with the best intentions, reversed the languages.

To Margaret and SwissTell: you are right. I reviewed the suggestions again and changed the input to the glossary with SwissTell's answer, though I cannot change the Kudoz awarded.

Please clarify, Telva, which language you wish this to be translated into. Not only would it make things easier for all of us, but it would help you to get a worthwhile translation.

Yes E. Let's not thro a dckyfit here! The quest.was badly posted..given the text provided, IMO I felt [sorry to all!]what Talva needed was afirmación of her interp but didnt no how so I changed the pair.& perhaps Javier went+..but well meant, I'm sure:-))

agree with Steven. Javier Wasserzug is a bit fast on the "Zug" i.e. trigger here. The majority of answerers understood, like I do, that a SPANISH TERM OR PHRASE IS REQUESTED. See above.

utility cutoff

"utilities" of course stands for water, gas and electricity. If you prefer to be specific about your two mentioned types, you can also say "water and gas cutoff"
