Thanks for this... in fact I think you are all right! Sometimes you can't see the wood for the trees. And Christine's 'hjælp til selvhjælp' is another one. Well done.

agree Brian Young : I have never heard this one either, but that is not a surprise. I am sure it is a recent "opfindelse", but I think Diarmuid is right that it implies a debt to the public for some action done on their behalf (like cleaning up a mess in their front yard)

action to further their own cause - with whichever pronoun fits.

This is an odd way of for,mulating it though, if it is supposed to have been carried out by the supervisory authority.
I have never heard the expression before either!

The normal collocation of selvhjælp is in the phrase ´hjælp til selvhjælp´ - help to self-help, which may in fact be what was meant. I don't know if this fits your context.

Selvhjulpen means independent, able to cope on one´s own.
