Jobless people who are available for work but who are not actively seeking it because they think they have poor prospects of finding a job. Discouraged workers are not counted as part of the labor force or as being unemployed.
Example sentences:

"Discouraged workers" is not a precise term. Its meaning depends on how it is used, that is, the context. It could be approximated as 放弃希望(or几近绝望)的求职者 or 士气大为折损的工作者
As pointed out by Time Inc. (see sample above) discouraged workers (read, job seekers) should include two groups: one -- though discouraged, are still looking for a job; two -- have completely given up looking for a job. If applied to workers still being employed (not unemployed) then, the meaning is quite different.

disagree ChristinaWu : “气馁的工作者”seems to be more of a literal translation from "Discouraged worker", but fails to convey the same meaning in Chinese.
