I tried:

but it just doesn't feel right.

I agree with you, "שירותים היגביים ומונעים" is by no means marketable Hebrew.

A Google search yields several instances of "ריאקטיבי ופרואקטיבי". I totally believe that non-insistence on Hebrew-use should be the preferred attitude in such cases where foreign words have been absorbed into the Hebrew language.
