הינע רצועה/רצועת הינע
I would prefer הינע רצועה between the two.
I think that in Hebrew you need to drop the wheel part since you just can't quite capture the essence of the source when using גלגל without the end product being at least a little awkward. הינע implies that a wheel is used to transfer the power of the belt into motion.
If want to translate it in a more descriptive way than you can use
הינע רצועה (גל הינע המופעל ע"י רצועה. or something like that. גל הינע or הינע are the key terms here since גל הינע is the term to describe the function of the wheel, but due to the above mentioned awkwardness in Hebrew הינע alone implies the use of a wheel and keeps the translation less awkward. Just my point of view
