As it can be seen from a number of governments’ lifelong learning initiatives, employer organisations and trade unions are increasingly seen as stakeholders in developing workplace learning and thus contributing to the government’s agenda. Trades unions have a long tradition of providing their own training, and links with colleges and some universities. Recently, unions have become more active partners in learning programmes and negotiations on training. Recent initiatives include the government funded Union Learning Fund, which targets basic skills needs and other training needs. The 2003 legislation entitles Union Learning Representatives to broadly similar rights to the more traditional health and safety and workplace representatives, and a reasonable time off work with pay to carry out their duties to promote the development of learning and skills in workplace and undergo training themselves for the job.
