Humanitarian Response Index (HRI)

English to Russian Social Sciences Government / Politics report by UN
Created in 2007, the HRI is the world’s first independent instrument for measuring the individual performance of humanitarian donors. Produced annually, the index ranks the performance of the 22 donor countries of the OECD Development Assistance Committee plus the European Commission in funding and supporting humanitarian action. The HRI’s assessment criteria are based on the principles of Good Humanitarian Donorship, which government donors have themselves signed up to as part of their commitments to good practice. The HRI assesses how well donors are applying these commitments in practice in different situations of conflicts and disasters.

It is important that Humanitarian Response Index is a specific term.
It is a quantitative measure (ranking index) determined by using a certain methodology based on 35 indicators grouped according to the following criteria:
(i) Responding to needs
(ii) Prevention, risk reduction and recovery
(iii) Working with humanitarian partners
(iv) Protection and international law
(v) Learning and accountability

All of these criteria can hardly be squeezed into any single concept like "charity" (благотворительность) or "humanitarian aid" (предоставление гуманитарной помощи)

This explains why you need a separate term, and a literal translation is good enough for this purpose

You wouldn't say so if you had read my explanation why humanitarian response can't be reduced to humanitarian aid = гуманитарная помощь
In particular,
(ii) Prevention, risk reduction and recovery
(iv) Protection and international law
(see above) obviously extend the scope of HRI beyond that of humanitarian aid.
Please also look at my past answers and you won't find a single MT-like one.
Moreover, you'll see that most are "counter-MT" as opposed to word-by-word ones on the same pages
