I think Dr Lofthouse's answer may be correct, and "di incidenza dei" may mean "applying to", but could you give us some context? What does it say before and after this?

here it means the part of short term debt (payable in less than 1 year), out of total debt

imo and technically the ratio is called short-term debt ratio

as debt usually excludes other payables such as accounts payables

have a look at this (only the actual calculation really shows what is in the numerator and denominator)
