Since it is a police database, then it will be full of the personal details of people so "database" is sufficient.
Discussion
nothing before and after, but in the text I found "anagrafe territoriale per il codice comune e codice provincia". It seems it is a "master" containing codes for identifying somebody's place of residence. Thank you ;)
Anagrafe means something like a list of names and addresses, perhaps of all legal residents in the region.
