I've just read your description again, and if this isn't something that prints an image on the fabric, it seems to be more like a wallpaper roller - what you use to flatten and eliminate bubbles from the paper and the seams... http://www.decoratingdirect.co.uk/Tools/Seam_Roller/

However, I would agree with Giovanni if the intended object is a stamp on a "wheel" - in which case it would be a "roller stamp"

rocker mount/mounted stamp/rubber stamp

In this case the rubber stamp is mounted on a rocker (with a rounded base, like a rocking chair) - rather than a simple flat wooden mount.

Stamps can be bought mounted or unmounted, hence the use of the word " mount, and the options for which the stamps are mounted are called mounts (I have bought many stamps in the past!)

Or roller stamp if the stamp is actually on a wheel rather than just a curved base. Hope this helps!
