I'm sorry for this being quite a long phrase.

Si è pensato ad un’agenzia che facesse capo ai comuni e con questo intendimento si sono fatti degli incontri per trovare quelle soluzioni che potessero rendere rappresentative le autonomie locali e, nello stesso tempo, iniziare un percorso per un progetto condivisibile.

My idea is:
An idea for an agency to deal the municipalities was thought of and thus meetings were held...

Is this OK or am a way off?!

Let's not confuse "fare capo a" with "fare da capo a"!!!! Here it's the agency that is "under" the council, not the other way around

Your whole sentence means that the municipalities are thinking of setting up a joint project (the agency) that would represent them collectively and increase their exposure - presumably we are talking about comuni within a given area ?

As Angela notes, there is no other way to understand this, the agency is set up by the municipalities and under their control. Incidentally, the idea of creating a supervising agency would be rather far-fetched and could only be done through specific, national legislation

I've chosen to use *represent* rather than *answerable to* or something along those lines, because *representing* is the projected purpose of the agency

Alfredo is right, this sentence needs unraveling ... However, I still suspect that *rendere rappresentative le autonomie locali* means that the agency needs to fill in for the councils where they are not able to represent their constituencies

Re Angela's comment that *to put forth* sounds weird to the British ear ... well I checked and she's right all of the googles I got for *the idea was put forth* are from the US. Honestly, I had no idea!

agree Alfredo Tutino : Your beginnig with Angea's ending - that seeems to be the best solution. I'm not sure the agency is meant to represent. "Rendere rappresentative" might just mean that the municipalities want to be represented in proportion to their importance, e.g.

agency relying on the municipalities

You provide little context, so it is not clear what the role of the municipalities is, but the agency is clearly not meant to "deal" with the municipalities, they will have some sort of responsibility for it.

I agree with hirselina in that the agency would have some responsibility, but in that case you would need to say something like "head up" or "oversee", even perhaps "coordinate" depending on the context.

The suggestion/idea was to create an agency reporting to the town councils

It's important to get this the right way round. As Linda says, Fare capo a means someone is supervisde by someone else.
But here it's the agency that is subject to the town councils i.e. it would report to the municipal or town councils, whichever is your chosen form.

Thanks A, but I'm not keen on "put forth" to be honest - no offence to Linda. We Brits just don't talk like that - it's a bit biblical
