Thomas may be right that axis is a 'laden' term. If you agree, I would have thought that 'line' would do, as it refers to the two different 'lines of intervention/support/whatever term you choose for this part'.
Then Asse 1 is presumably followed by Asse 2, so it could be simply Line 1/Line 2 or even Group 1/Group 2.

Firstly
"Asse" is one of those words has endless different meanings dependent on the context. Often it is redundant and can be ignored when translating into English. Is this instance it is used merely to refer to the first (of presumably many in a list) idea/ theme/ concept to be addressed.
