I believe that in this case special emphasis is placed on the "unitari" part, meaning that the new programming phase will be more effective thanks to "bandi unitari" (instead of...?), single budget (instead of perhaps several different budgets?), quality of the projects and more compettiive selection procedures compared to the previous programming periods. I don't know if I've managed to express myself clearly at all - nor if such an expression exists in "EU speak"!
