I came up with this after browsing in De Franchis, but he doesn't tell us directly what "conservatore vicario" is.

Registrar is one of the terms he gives for conservatore. Deputy is one of the terms he gives for vicario.

We have deputy registrars in the UK, but you'll need to check your context to know whether this is the appropriate equivalent for your text. They aren't notaries.

agree Adrian MM. (X) : initial caps: Deputy Registrar, perhaps. County Court Registrar used to be a judge in Eng. & Wales - now a District Judge. There are Land, Probate, Bankruptcy and Company Dep. Registrars who certainly perform certification functions.
