Il senso è quello, si reimporta la merce dopo un'esportazione temporanea. Non credo esista un termine specifico in inglese, questo "scarico" mi pare un bruttissimo termine legalese-contabile. "Following temporary exports" should work fine!

"Reimports are taxed against refunds/tax credits from temporary exports." If you export then the goods should be VAT (for example) exempt, but if the export is temporary and you then reimport, you have to pay the tax.
