I think the best word for "rallentamento" is "slowing".

Some examples:

"While the cognitive-motor slowing associated with hypoglycemia is well documented, ... "

"Cognitive and motor slowing in Alzheimer's disease and geriatric depression." {Title of an article}

"Cognitive motor slowing and speech or work difficulty are seen only in a minimal percentage of patients ... "

To be honest, I don't find as many hits for this in google as I would like, but I still think it's a valid way to say this.

Ciao Shera Lyn, ideo-motorio (dell'ideazione, cioè del pensiero, e del movimento) è solo un altro modo (meno diffuso) per dire psico-motorio, e la traduzione standard è questa.

Psychomotor retardation (also known as "psychomotor impairment" or "motormental retardation") involves a slowing-down of thought and a reduction of physical movements in an individual. Psychomotor retardation can cause a visible slowing of physical and emotional reactions, including speech and affect.[1] This is most-commonly seen in people with major depression and in the depressed phase of bipolar disorder;[2] it is also associated with the adverse effects of certain drugs, such as benzodiazepines, cannabis and antipsychotics.[3] Particularly in an inpatient setting, psychomotor retardation may require increased nursing care to ensure adequate food and fluid intake and sufficient personal care. Informed consent for treatment is more difficult to achieve in the presence of this condition.

disagree Joseph Tein : Do you have any support or evidence showing that the phrase (not the separate words) is commonly used? I find only 3 examples online, and they are all poorly written translations from another language.
