Păstrarea sau, mai degrabă revenirea (după OUG 51) la un nivel relativ scăzut al cuantumului amenzilor, în special pentru acele fapte care „facilitează” introducerea pe piață a lemnului recoltat ilegal, poate fi interpretată ca o încălcare a obligației statului român de a asigura implementarea unor sancțiuni efective, proporționale și disuasive, obligație stabilită prin Regulamentul EUTR.
