Is it possible to process FrameMaker files directly in Trados S Tagger? Or do files need to be converted first to a particular format before using them in Trados? Is a version of FrameMaker needed to do so?

Yes, but they need to be saved in FrameMaker's MIF format. Usually, files are stored as FM file, which Trados can't handle. IOW: You have to own FrameMaker or ask for MIF files.
